pass. Some have passed without the egr but it's much harder. They do look for it but it's not exactly easy to find/see. As for the carbon canister, you can most likely get by with out it. They will however be looking for the hose the runs from the gas tank up to the cc. They tipically pinch the hose shut right where it crosses over the driver side accordian hose and then pressurize the gas tank and check to see if there are any leaks between the filler neck and the hose they clamp shut.
